The product is a Soviet Russian USSR "BAIGISH" KOMZ untested binoculars. The lens caps has a bit of the orange covering from the bottom. I'm sure you can easily wash it off.

Whatever the orange stuff is, is coming off. Comes with a battery but it doesn't seem to have any life in it. Not sure if this item works since it is untested.

Amazing collectible though and possibly could work with a good battery.
